JOB
Summary:
Performs complex project management and provides professional analytical support to the Economic Development program in the areas of business attraction, retention, growth, head of household job creation, and revenue generation; produces a variety of reports, presentations, educational materials, online content, and grant proposals.
CLASS CHARACTERISTICS:
The Economic Development Analyst performs project management and professional analytical work in the specialized area of economic development, marketing, promotions, and community relations.
This class is distinguished from Administrative Analyst in that the latter performs a variety of professional administrative duties for an assigned department, typically including budget administration, program or project management, and organizational and operational analyses.
The Economic Development Analyst is distinguished from the Economic Development and Tourism Manager by the latter's overall management responsibility for the City's economic development, tourism, and community promotions programs.
SUPERVISION SUPERVISION RECEIVED AND EXERCISED:
Receives general direction from the Economic Development and Tourism Manager within a framework of established policies and procedures.
Direction may be provided to support staff on a project or program basis.

Responsibilities:

) Manages complex projects related to the City's economic development program, which involves independently developing traditional economic development programs and promotional and marketing campaigns; managing projects from inception to completion; and selecting, collaborating with, and overseeing the work of vendors and consultants.
Manages programs related to business attraction, retention, expansion, marketing and promotional efforts, as well as ensuring a highly responsive culture to the needs of the business community.
Maintains and enhances relationships with stakeholders in the local economic development industry, such as Chamber of Commerce, Downtown SLO, and Regional Economic Action Coalition (REACH), to facilitate and leverage the City's efforts.
Develops and produces reports, presentations, and online content for the economic development program; presents program information to boards, advisory bodies, community groups, City management, and other individuals and groups.
Prepares, monitors, and reconciles a variety of budgets, contracts, and grant-funded programs, which requires adherence to regulations, policies, and procedures.
Manages the business attraction, retention, expansion, support, and targeted outreach programs, consistent with the Economic Development Strategic Plan and the goals of the organization.
Participates in development review discussions and ensures that the goals of the economic development program are represented.
Researches, compiles, and analyzes information and data from various sources on a variety of specialized topics related to economic development; prepares reports, manuals, articles, announcements, and other informational materials.
Prepares and reviews a variety of complex documents, including contracts and agreements, requests for proposals, statistical and financial reports, staff reports, newsletters, brochures, correspondence, and other specialized documents.
Researches grants and other funding opportunities; prepares grant applications and proposals.
Performs related duties similar to the above in scope and function as required.

Organization and function of public agencies, including the role of an elected City Council and appointed boards and commissions.

Operate modern office equipment including computer equipment and specialized software application programs.

TYPICAL QUALIFICATIONS EDUCATION AND
Experience:
Equivalent to graduation from a four-year college or university with major coursework in economics, marketing, business administration, or a field related to the work; and Two years of increasingly responsible experience in marketing or public relations, preferably with experience managing economic development programs or projects; or An equivalent combination of education and experience.
POSSESSION AND MAINTENANCE OF:
A valid California class C driver's license and a satisfactory driving record.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
