Formed in 1998, Mission Community Services Corporation (MCSC) is a 501(c)3 corporation, that has been host to the Small Business Administration's Women's Business Center (WBC) since October 2006 in serving SLO, Kern and Monterey counties.
We are proud to say that we are in our 17th year of providing technical assistance programs and enhancing local economic development.
We are headquartered in San Luis Obispo, have served Kern County remotely for over 8 years and opened an office in that location In February 2019.
On January 1, 2021, we were awarded official SBA Women's Business Center status for our Kern County office.
We are currently providing services in Monterey County remotely and have plans for further expansion in 2024.
We deliver business training courses, financial literacy classes and business consulting, as well as current business topic educational workshops.

Summary:
The Program Director is the face and heart of the MCSC San Luis Obispo Women's Business Center.
Reporting to the Executive Director and ultimately to the Board of Directors, the Program Director is responsible for planning and executing the programming, meeting metrics and reporting on our work, according to each grants' requirements.
This role collaborates closely with local businesses, government agencies, sponsors and grantors to leverage, nurture and foster small business enterprises, focusing on women, minorities and low-income populations, within the designated regions.
The role champions the mission of MSCS with its courses, workshops, individual consulting sessions and events.
This is a high visibility position, which will require effective networking, managing multiple grants and programs, a team of 2-4 staff member, as well as independent consultants and instructors and effectively raise funding support for the organization.
In collaboration with the Executive Director, the Program Director will initiate and implement goals based on the strategic objectives of the company vision, in alignment with its values and mission.
The key to success is the ability to allocate resources necessary to achieve plans from start to finish.
Team Leadership:
Foster a resilient, connected and collaborative team culture; Supervise and maintain adequate staffing to ensure the SLO/Monterey County Women's Business Center operates according to SBA requirements; Work with outsourced HR firm to recruit, select, onboard and train staff; Provide coaching, mentoring and training of staff to ensure achievement of goals and alignment with best practices, policies, procedures and accountability; Delegate and guide staff workflow, performance, learning and growth; Build a strong team through encouraging communication, cross training and collaboration via team gatherings.
Program Leadership (English & Spanish):
Enhance economic development and job creation in the regions served, by providing classes, workshops, events and programs targeted toward encouraging and facilitating the creation of new small businesses and the growth of emerging ventures; Initiate and set goals for programs based on strategic vision objectives and grant funding requirements; Guide annual program planning process and staff implementation; Establish program metrics, deadlines, milestones and processes; Collaborate with staff, instructors and consulting teams to exceed client experience expectations.
Financial & Funding Leadership:
Together with the Executive Director, develop annual budget, measure performance to actual budget, identify and implement course corrections, as required; Report financial, grant and programs to the SBA and other funding agencies; Raise cash match and other funds, as required, for business needs; Track spend down progress (cost, expenses) to grant deliverables metrics; Review, code and provide preliminary approval for accounts payable and payroll; Engage in business development and community outreach to identify and expand funding opportunities.
Operation Leadership:
Determine operations structure to support market demand; Consult with Executive Director in making choices involving funding, staffing and reporting; Participate in grant administration, writing, proposal response submittal, reporting and tracking; Ensure data is properly captured in our CRM system, NeoSerra, to be timely and accurate; Prepare and present center strategic report to Board members at monthly Board meetings; Participate in networking, learning/training, virtual online and in-person events; Other duties as assigned, based on business needs determined by the Executive Director and/or the Board of Directors.
Qualifications:
Bachelor's Degree in Business, Marketing, or similar discipline; At least 3 years of operational management experience, preferably within a non-profit organization, preferred; Bilingual Spanish/English proficiency, preferred; Proficiency in effectively writing and administering grants and working with grantors at the federal, state and local levels, required; Prior entrepreneurial experience and knowledge of the region's business environment, highly desirable; Demonstrated experience in business development and community outreach, necessary; Proficient operational, project management and marketing experience, necessary; Demonstrated ability to develop, implement and manage budgets; Ability to train and manage relevant staff, including independent bilingual English/Spanish consultants and instructors; Working knowledge of SBA programs, including Small Business Development Centers (SBDC), Service Core of Retired Executives (SCORE) and the WBC state and national networks, a plus; Astute oral and written communication and interpersonal skills; Proficient organizational, attention to detail and time management skills, necessary; Computer savvy and proficiency in the Microsoft Office suite of products; Ability to travel within San Luis Obispo and Monterey Counties and sometimes out of state events, as necessary; Reliable transportation, clean driving record and insurance.
Compensation:
$75k - $85K annual base salary, DOE, for this full-time, exempt position
Benefits:
Medical, Dental, Vision Insurance - choice of plans, MCSC contributes 75% of employee premiums, 401K Plan; Up to 10 days of paid vacation during 1st year of employment on an accrual basis and increasing thereafter; 3 days (24 hours) annual paid sick time; 10 paid public holidays annually.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
